Can't add a comment to more than one photo in a browser session

The second time I try to add a comment to a photo (as an unregistered guest) during a browser session, the Comments screen appears greyed out. I have to exit the browser and come back. This has happened to me with Chrome and Safari (on Mac OS), and to another user using Edge and Chrome (on Windows).
