Let say I shoot for 2 projects (one gallery for each) but one of my jobs overlaps both projects. Can I put the new gallery into EACH project's group?

I don't think it's possible in a straight forward way. You have 2 possibilities:

After creating the gallery inside ones project group and uploading the photos,

A. Copy the gallery into the other group.

B. Create a collection within the second group and add all photos of the gallery to this collection.

A. I don't see an option to copy a gallery only rename delete & Move.

You are right, A is not so easy than it sounds. Create the second gallery first then go into the first gallery, select all photos and copy them all at once to the second gallery.

The select all should work also for adding to collection.

You can have make a collection for each group.  Copy the same images into both collections.  They'll be the same physical images (same comments, same visitor stats, etc...), but appearing in the two different collections.
