Does a coupon work like credit?

If I set up a $100 coupon as one time use that never expires, what happens to the coupon if someone only places an order for say $50? Will the coupon remain active until the balance is used or is it only good for one order?

Coupon expired and deactivated -- how to reactivate?

I have a coupon that I set up, and it was set to expire on a particular date, which has now past. I can still look at it by clicking " Show Inactive", and I can even edit the fields and click on the [Save] button at the bottom. But it is still listed as "EXPIRED" rather than "ACTIVE"...
