Users (highest level users) should have their own editable templates like blogger. This would be ideal over only css because of instead of just hiding/modifying things, it could be done directly, making cleaner and faster pages. I really dont think you can expect this in the near feature. One of ZF's trademarks is their great and sleek interface. Allowing custom html would probably jeopardize the general good look of ZF's galleries. Though i expect that general customization will improve in the feature with more themes...
